Cardinal Operating Company is the operator of Cardinal Power Plant. COC is operated by Buckeye Power, owner of all three of the plant's generating units. 

Buckeye Power is a generation and transmission cooperative, which is not-for-profit and owned by 25 electric distribution cooperatives serving about 1 million people in Ohio (24 are based in-state). Buckeye Power’s headquarters is in Columbus, Ohio, and it’s the electricity generation arm of Ohio’s Electric Cooperatives, the umbrella group for Buckeye Power and Ohio Rural Electric Cooperatives, a statewide trade and support services organization.
